The Union Government's flagship maternity support program, the Pradhan Mantri Matru Vandana Yojana (PMMVY), continues to provide direct financial assistance to pregnant women and lactating mothers across the country. Designed under Mission Shakti by the Ministry of Women and Child Development, the scheme aims to offset wage loss during pregnancy while improving health-seeking behavior and maternal-child nutrition.

With cash benefits reaching up to Rs 6,000 directly through Aadhaar-seeded bank accounts, the program serves as a critical safety net for economically vulnerable families.

Core Objectives of the Scheme

Launched with a focus on institutional care and nutritional security, PMMVY addresses two fundamental challenges faced by pregnant women in informal sectors:

* Wage Loss Compensation: Mitigating financial distress so expecting mothers can rest adequately before and after childbirth. * Nutritional Support: Improving nutritional outcomes for mothers and infants through monetary aid linked to preventive healthcare visits. * Encouraging Girl Child Care: Incentivizing institutional births and promoting positive social attitudes toward female newborns.

Financial Breakdown and Installment Structure

Under the revised PMMVY norms (PMMVY 2.0), the disbursement structure has been streamlined into two phases:

First Child Benefit (Rs 5,000)

For the first living child, a total sum of Rs 5,000 is distributed across two installments:

* First Installment (Rs 3,000): Credited upon registration of pregnancy and completion of at least one Ante-Natal Check-up (ANC) within six months from the Last Menstrual Period (LMP). * Second Installment (Rs 2,000): Released after the birth of the child is registered and the infant receives the primary cycle of mandatory vaccinations, including BCG, OPV, DPT, and Hepatitis B.

Second Child Benefit (Rs 6,000)

To combat female feticide and encourage gender parity, the scheme provides an enhanced sum of Rs 6,000 in a single installment for the second child, provided the newborn is female. This payment is released once the birth is registered and basic vaccinations are administered.

(Note: When integrated with the Janani Suraksha Yojana, eligible mothers receiving institutional delivery incentives can realize combined cash support surpassing Rs 6,000 depending on state-level norms.)

Eligibility Criteria

The scheme targets women belonging to socially and economically marginalized sections. Eligible groups include:

* Women holding National Food Security Act (NFSA) ration cards. * Beneficiaries of PM Jan Arogya Yojana (Ayushman Bharat). * Holders of MGNREGA job cards, PM-KISAN recipients, or e-Shram registered workers. * Women with disabilities (partial or complete disability certificates). * Women from Scheduled Castes (SC) and Scheduled Tribes (ST) communities.

Exclusions: Women employed with the Central or State Governments, Public Sector Undertakings (PSUs), or those receiving similar maternity benefits under any other operational statutory law are not eligible.

How to Apply: Registration Process

Eligible beneficiaries can register both online and offline through designated public healthcare facilities.

* Online Portal: Applications can be submitted directly via the official PMMVY portal (pmmvy.wcd.gov.in) using citizen login credentials, valid Aadhaar cards, and bank account details linked with NPCI. * Offline Submission: Beneficiaries can submit physical application forms at their nearest Anganwadi Centre or approved government health facility with the assistance of Anganwadi Workers (AWW) or Accredited Social Health Activists (ASHA).

Documentation required includes the Mother and Child Protection (MCP) card, identity proof, Aadhaar card, and an active bank account passbook.
