Sakhi One Stop Centres: How India’s Integrated Lifeline Protects Women in Distress
India’s Sakhi One Stop Centres offer emergency medical, legal, and counseling aid under one roof, creating an integrated safety net for women facing violence.

To dismantle these institutional barriers, the Government of India introduced the Sakhi One Stop Centre (OSC) initiative. Established under the Ministry of Women and Child Development and supported through the Nirbhaya Fund, the scheme consolidates vital rescue, rehabilitation, and legal services under a single roof.
Designed as an accessible sanctuary, each Sakhi Centre operates 24/7 to support women affected by domestic violence, sexual harassment, trafficking, emotional abuse, and cybercrimes, regardless of age, caste, or socioeconomic background.
The Five Core Services Under One Roof
The central pillar of the Sakhi scheme is its integrated delivery model, which eliminates the need for victims to move between disparate government agencies. Each operational centre delivers five key services:
* Emergency Medical Care: Survivors receive immediate first aid, medical assessment, and stabilization. When specialized treatment or forensic medical documentation is required, the centre coordinates swift transfers to affiliated district hospitals. * Police Facilitation and Reporting: To spare women the intimidation of conventional police precincts, trained police liaison officers work directly within or alongside the centre. They facilitate non-adversarial complaint filing, Zero FIR registration, and prompt investigation referrals. * Legal Aid and Representation: Qualified empanelled lawyers offer free legal advice, document preparation, and courtroom representation, ensuring survivors understand their statutory protections under the Protection of Women from Domestic Violence Act and criminal statutes. * Psycho-Social Support and Trauma Counseling: Accredited psychologists and counselors provide compassionate, confidential mental health interventions. These sessions are designed to de-escalate acute crisis states and help victims regain emotional autonomy. * Temporary Safe Shelter: Centres provide short-term safe accommodation for up to five days for women and their accompanying minor children. For extended rehabilitation, authorities transition survivors to registered short-stay homes or state-run protection shelters.
Seamless Integration with the 181 Helpline
The physical presence of Sakhi Centres is tethered to the national emergency infrastructure through the toll-free 181 Women Helpline.
A distress call received by the helpline triggers immediate ground-level coordination. Depending on the urgency, mobile crisis response teams can be deployed to rescue an individual, or the caller can be routed directly to the nearest Sakhi facility for in-person intervention. Walk-ins and referrals from community health workers or non-governmental organizations are also accommodated without procedural delay.
Nationwide Footprint and Operational Impact
Since its inception, the Sakhi network has expanded into hundreds of administrative districts nationwide, serving as the frontline buffer against gender-based violence. The initiative places particular emphasis on maintaining survivor privacy through dedicated, secure spaces where statements can be recorded without public exposure.
Despite their vital role, public policy analysts note that sustaining the program requires continuous oversight. Ensuring adequate staff training, addressing regional funding bottlenecks, and maintaining high standards of sensitivity among first responders remain essential to preserving trust in the system.
For millions of women confronting severe adversity, Sakhi One Stop Centres represent more than just a bureaucratic facility—they provide a structured, dignified pathway toward safety, justice, and long-term recovery.
