The Odisha government has initiated comprehensive disaster response measures across its vulnerable coastal belt following meteorological forecasts indicating that a developing cyclonic storm over the Bay of Bengal could make landfall around October 28.

State authorities have placed coastal district administrations on high alert, canceled leaves for essential emergency personnel, and begun prepositioning rescue teams and essential relief supplies to mitigate potential risks.

Multi-Agency Mobilization in Coastal Belts

Emergency response units, including the National Disaster Response Force (NDRF), the Odisha Disaster Rapid Action Force (ODRAF), and state fire service personnel, have been instructed to stage in strategic clusters across low-lying districts such as Balasore, Bhadrak, Kendrapara, Jagatsinghpur, and Puri.

District collectors have been directed to inspect multi-purpose cyclone shelters, ensure the availability of backup power systems, check emergency water reserves, and oversee provisions for community kitchens.

Key priority measures initiated by the state administration include:

* Shelter Readiness: Verification of sanitary, water, and power infrastructure at cyclone and flood relief centers. * Evacuation Protocols: Identifying vulnerable populations in thatched houses, riverine islands, and low-lying estuarine reaches for phased relocation prior to storm intensification. * Logistics Prepositioning: Movement of earthmoving equipment, tree-clearing power saws, and inflatable boats to operational hubs near the coast. * Medical Preparedness: Stocking anti-snake venom, essential antibiotics, halogen tablets, and emergency power backup across primary health facilities.

Maritime and Agricultural Advisories

The India Meteorological Department (IMD) has cautioned that sea conditions will deteriorate significantly as the deep depression intensifies into a cyclonic storm while tracking northwestward toward the Odisha-West Bengal coastline.

Fishermen currently operating deep in the Bay of Bengal have been issued urgent advisories to return to harbor immediately and refrain from venturing out to sea until weather conditions normalize. Port authorities have hoisted cautionary signals to alert merchant shipping traffic.

Agricultural departments have similarly issued alerts to farmers in deltaic and coastal zones, advising them to harvest mature paddy crops and safeguard stored grain to avoid moisture-related loss from anticipated torrential rainfall and localized waterlogging.

Continuous Surveillance and Control Rooms

A 24/7 central emergency monitoring room has been operationalized at the Special Relief Commissioner’s (SRC) headquarters in Bhubaneswar, linking field units, district control rooms, and meteorological radars.

State officials emphasized that while the precise landfall point and wind speeds will become clearer as the weather system approaches the shoreline, preventative mobilization remains the cornerstone of minimizing disruption and safeguarding civilian lives.
